Thomas A. Gibson

President & CEO, Gibson Spyre LLC

As the President and CEO of Gibson Spyre, Mr. Gibson assists clients in transforming communities. Following leadership positions in both the public and private sectors of multifamily development, Mr. Gibson brings unique perspectives to clients by creating value in how they structure and manage projects requiring complex financing. Mr. Gibson began his development career in the District of Columbia at the Department of Housing and Community Development. He later moved to the Office of the Deputy Mayor for Planning and Economic Development where he worked on tax-incremental financing for major developments as well as the disposition of public land for affordable housing.

Following his service in the public sector, Mr. Gibson worked for private developers in both the rehabilitation of existing housing and the new construction of affordable units. His projects span the country and include numerous sources of competitive funding including tax credits, bonds, state financing, local financing, and institutional funds.

As the former Board Chair of Virginia Housing, Mr. Gibson shaped housing policy for one of the largest housing finance agencies in the country, and as a startup investor and advisor for Empower Equity (EMPEQ), he is helping to drive innovation in the ways owners of commercial and industrial buildings finance critical energy equipment and infrastructure projects.

As the President and CEO of Gibson Spyre, Mr. Gibson has grown the organization to serve a diverse set of clients including for-profit developers, non-profit developers, housing authorities, and a private equity firm. In 2025, all three clients submitting 9% LIHTC applications to Virginia Housing placed first in their tax credit pools. His successful track record continued in 2026 with additional first place projects.

When not shaping the built environment, Mr. Gibson serves as a Major in the Marine Corps Reserve. He has served in various leadership positions in Morocco, Japan, and the United States. Major Gibson most recently completed his tour as Commanding Officer for Hotel Battery, Third Battalion, Fourteenth Marines, an artillery unit with over 130 Marines based in Richmond, VA.

Mr. Gibson resides near Fredericksburg, VA with his wife, young daughter, and American foxhound.

What is the Spyre?

Architectural spires are integral components of numerous historic structures. They provide stabilization, reach high, and manifest creativity in the physical realm. Spyre is a play on the spelling of 'spire' and sparks its own interest, much like spires do.
